Dear Maintainer,

I created a small SVG image from a LaTeX file by running these
commands:

  $ latex mybox.tex; #this produces a mybox.dvi file
  $ dvisvgm --color --output=mybox.svg mybox.dvi

The mybox.svg renders just fine in Firefox.  Then I created a graphviz
file which contained (among other things):

  mynote [tooltip="some plaintext here", label="", image="mybox.svg"];

Then I ran this on that:

  $ dot -Tsvg:svg:core infile.gv > outfile.gv

and the SVG produced does not show the SVG node, just an empty box.
