Err ... but it doesn't. Here's the default configuration as shipped by
the openssh-server package:
sshd_config:Subsystem
Package: openssh-sftp-server
Version: 1:7.4p1-10+deb9u1
Severity: important
openssh-sftp-server is installed in /usr/lib/openssh while openssh-server
expects it in
/usr/lib/ssh. Consequentially, any client using sftp gets an EOF and closes
"unexpectedly".
Workaround: cd /usr/lib; ln -s openssh
