If a local DNS service is used, ntpdate when run from ifup will always fail,
since the BIND named server is not started until well after network interfaces 
are
configured and brought up.

There should be an option to

1) disable calling ntpdate from ifup entirely

2) allow a one shot ntpdate to run AFTER BIND named is started
