Both occurances of chattr in the source is decorated with a comment stating "ignore errors": https://sources.debian.org/src/note/1.3.22-1/bin/note/#L726 https://sources.debian.org/src/note/1.3.22-1/bin/note/#L881 The attribute that tries to be set is 'secure delete'. My conclusion is thus that the need for chattr is very limited and would warrant at most a Suggests: e2fsprogs. Possibly not even that and just closing this bug report without any changes.
