Applying the update ntp=1:4.2.8p10+dfsg-6 from Sid fixed the issue for me.

I am confirming this bug.
I have 3 machines runningDebian Buster.
Two of them (AMD Opteron servers) run ntpd fine, while the third one (Intel
Xeon Skylake) segfaults.
