Dear Maintainer,

while looking for something completely different I accidentially found
the override in debian/rules

| overrride_dh_auto_build:
|        racc -o actionpack/lib/action_dispatch/journey/parser.rb \
|                actionpack/lib/action_dispatch/journey/parser.y

is silently ignored by debhelper since it's not identified as an
override: There are three "r" instead of two.

Changing this and also adding a build dependency on racc produces
almost identical packages, the only difference I found is in
ruby-actionpack, file
/usr/lib/ruby/vendor_ruby/action_dispatch/journey/parser.rb
Looking at the above rule this is no surprise.

It's completely up to you how to resolve this, it's just the current
situation looks like it was not intended that way.
