Since I switched rebootstrap to salsa.d.o, I see an annoying failure
pattern:
 * Jenkins queries salsa's git service.
 * Salsa replies "Retry later", which is salsa's way to rate limit
   clients.
 * Jenkins marks the job es failed temporarily and immediately runs the
   next one.
 * Since jenkins did not back off in any way, it provokes the very same
   failure from salsa.d.o
 * This repeats pattern repeats and leads to a rapid failure of pending
   jobs flooding irc and mail recipients.

I asked #alioth about exempting jenkins from the rate limiting, but
formorer said that he wouldn't know how to do it. I guess this is not
too bad as long as we don't run into "Retry later" too often.
Unfortunately, I get "Retry later" around 20 times per day now. That's
not very useful.

Any ideas on making this less annoying?
