Hi! I wrote an  email to maintainer of package mlnx-ofed-kernel Vladimir Sokolovsky. Here an answer: Hi Eugene, Kernel 4.16 is not supported by MLNX_OFED_LINUX yet. So, you can whether use the in-box drivers coming with Debian 9.2 or change the OS/kernel. The newest supported kernel version is
