The binfmt "fix binary" mode was recently enabled for the
qemu-user-static binfmt entries:

qemu-debootstrap should check if it is enabled (in case the sysadmin
deliberately or accidentally broke it or enabled it manually) and skip
copying the qemu-*-static binaries into the chroot, since the foreign
arch device will not need it and neither will the local device.
It will only get outdated because it never gets updated:
