as I noticed on a fresh minimal installation, the above very likely
has been necessary to fix one cause for this issue, but there seems
another, more severe one:

* A missing dependency on libc6-dev since gcc-? just recommends it.
  And while the module build stops gracefully, if no kernel headers
  are found, it bails out unexpectedly during DKMS' PRE_BUILD (i.e.
  running ./configure) but without useful error message (the same as
  before, which is always emitted if no Makefile in generated), if
  sys/socket.h from libc6-dev is not found.
