The task bar does not auto hide when my mouse is not hovering over it. I have made sure the task bar is set to auto hide. I have made sure that there are no active windows. If I move my mouse to my second monitor the task bar will disappear and then reappear quickly. I was able to fix this problem by setting my second monitor to be to the right of my primary monitor.
