The file /etc/default/smartmontools has no effect if systemd is used.
Simply disable the service with:
# systemctl disable smartd
Workaround:
you can comment out all uncommented lines in '/etc/smartd.conf',
and smartd will exit after starting,
without even touching any drives.

Dear Maintainer,
on my system, smartd starts on every boot,
no matter what I put into "/etc/default/smartmontools",
commenting the relevant parameter out:
#start_smartd=yes
or explicitly assigning a "no" value to it:
