I had 3.16.2-5+deb9u1 installed from stable (Stretch). I have mixed system with mostly stable packages, so installing Firefox from unstable did not pull the unstable sqlite-package automatically. So I installed 3.24.0-1 from testing/unstable to fix the issue.
