Hypre debci tests have passed reliably since hypre 2.16.0 was
uploaded. Looks like any remaining race conditions have been dealt
with in the upgrade.
If tests continue to pass reliably under 2.18.0 then I think we can
close this bug.

Hi Paul, a workaround for Bug#910485 has been uploaded with libpsm2
11.2.68-2.
But the debci blacklist on hypre seems to block tests triggered
manually using the ci API.
Is it possible to trigger a hypre test in unstable (with libpsm2
11.2.68-2) to see

Thanks Paul. I'm monitoring the libpsm2 bug #910485, which is the
first point where the hypre tests started breaking. I'll review this
bug again once that one is resolved.

The autopkgtest timeouts are disappointing to be sure. Especially
since they passed fine in testing. That suggests the new openmpi3
versions might be at fault rather than hypre. hypre is not the only
package with openmpi trouble at the moment.
