It isn't spinning. It is called via update-rc.d from several postinst
scripts, and report the problem every time. There is no way to know
where to sensible break

to be an incorrect dependency in one of the other init.d scripts
involved. When it is known which, I recommend to reassign this bug to
the correct package.
