Using the htpasswd module on a debian stretch managed node.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I just used the htpasswd module the way it is documented, the simplest way.

   * What was the outcome of this action?

An error: invalid version number

   * What outcome did you expect instead?

A generated htpasswd file.

Ansible 2.3 has been patched and patch has been ported to ansible 2.2. The fix 
should be retroported to the debian stable version.
