Package: libpmix2

Justification: renders package unusable

The new version of libpmix2 is confusing client packages,
breaking CI tests in many packages, e.g. for petsc:

  run SNES testex19
  Possible error running C/C++ src/snes/examples/tutorials/ex19 with 1 MPI 
process

The error references mca_pmix_ext2x which I presume means
mca_pmix_ext2x.so from libopenmpi3. Does it simply mean that openmpi
needs to be rebuilt against the new pmix?  Please reassign this bug to
libopenmpi3 if needed.
