You also need to add python-qwt5-qt as a dependency (or just python-qwt5-qt,
because python-qt4 is already a dependency of python-qwt5-qt). And now
gr_filter_design is working.

Dear maintainer,
I was able to launch the filter design tool manually, and here is the error
message: "Please install PyQt4 to run this script
(http://www.riverbankcomputing.co.uk/software/pyqt/download)".
It seems that this is only a dependency problem: gnuradio in Stretch has a
dependency

Dear Maintainer,
GNURadio Companion's filter design tool is not working. When selecting "Filter
Design Tool" in the tool menu, nothing happens and no error message is showed
on screen or printed on stdout/stderr.
