The same on debian 10.10 while trying to do:
debirf make minimal
I noticed that this missing file exist in another directory:
/root/DEBIRF/minimal/root/usr/lib/klibc-s9qQdCstNfYRDSY0VN-k2cEOgUE.so
Fixed /usr/bin/debirf, but then getting kernel panic while booting from
that ISO.

I'm facing the same problem from a clean Debian 10 install using
debirf-0.38
debirf> modules complete
debirf> creating debirf initrd ('nested')...
cp: cannot stat
'/media/sdb1/workspace/ai_bench/debird/rescue/root/lib/klibc-*': No such
file or directory
$ lsb_release -a
No LSB modules
Package: debirf
Version: 0.38
When running a debirf build on a buster machine, building a stable
(buster) rescue image, everything works up until creating the initrd
...
debirf> modules complete
debirf> creating debirf initrd ('nested')...
cp: cannot stat
