It turns out that kiwi declares a build dependency on python-epydoc which is not necessary - the API documentation already exists and does not need to be regenerated, so epydoc is never used. I have created a merge request for this change:

However, since this NMU doesn't make any functional changes to your package, I have decided to upload immediately rather than waiting.
