A year ago, I have already started packaging ippsample but did not
follow it any further because there were no upstream releases of it yet.
Here is the result of my upload to Ubuntu Universe:

As discussed in #904605, ippserver in cups-ipp-utils is experimantal
code and upstream CUPS deprecates its use. Futhermore, upstream will
not support it. What upstream does support is ippsample:
