Control: tags -1 + upstream

Hello,

The lcgdm should be able to drop the python(2) bindings packages
because they have no reverse dependencies.

The next task would be to tackle that lcgdm calls python from
Makefile in many (sub)directories. This should probably be best fixed
upstream first, even though it looks pretty trivial to just change it to
python3, but since it's in so many places.

Did not investigate further if there are any other tasks that will also
need to get done to fully get rid of the python2 (build) dependency.
