with both 3.7 and 3.8 as supported py3 versions, the docs ftbfs, apparently scipy isn't yet ready for 3.8? Otoh it builds itself, just not the docs.
So this is a work around to build the docs with 3.7, not 3.8. IMO you shouldn't add both builddirs to the path when building the documentation.
