Further to Jonas's suggestion, I found this in the changelog for scour:
scour (0.37-2) unstable; urgency=medium
[ Jeremy Bicha ]
* Add Provides: dh-sequence-scour.
Packages can now Build-Depend on dh-sequence-scour
instead of scour and then drop "--with scour" from debian/rules
(Requires debhelper 12)
[ Martin Pitt ]
* Bump Standards-Version to 4.3.0. No changes necessary.
* Move to debhelper compat level 12.

So build-depending on dh-sequence-scour and dropping "--with scour" from
debian/rules would seem to be the best option. Devede is already using
debhelper-compat (= 12).
