The conffile migration is broken, resulting in:

/etc/cron.daily/logrotate:
error: ipmctl.conf:1 duplicate log entry for /var/log/ipmctl/*log
error: found error in file ipmctl.conf, skipping
run-parts: /etc/cron.daily/logrotate exited with return code 1

libipmctl3 had /etc/logrotate.d/ipmctl.conf
libipmctl4 has /etc/logrotate.d/ipmctl

and migration doesn't work, resulting in a stray copy of the owner.  The
conffile must go, no matter if it has been modified or not.

The package had never been a part of a Debian stable release yet, but it's
been released with Ubuntu Eoan, thus papering over the problem won't work.
Setting severity to RC to block testing migration.
