Thanks for providing all these info about the JQuery changes.
Using v3 has been done because v1.11 is very old, without upstream
support, so that would mean handling all problems and security fixes by
ourselves on the embedded copy and we did not want that. I made some
fixes already

- in a browser, open the Redmine page and log in
- visit any issue in any project
- edit the issue
- drag and drop an image file into the issue form
Expected behavior:
The issue form should change its color when dragging the file
