I am upgrading this bug to critical since it is a bug that halts the
shutdown procedure, and cups-browsed is rank #1116 on
popularity-contest's inst rank https://popcon.debian.org/by_inst.gz

Recently, my system has taken a while to shut down. From the log, it
looks like cups-browsed is taking the maximum 90 seconds to try and
stop/sigterm (and still fails, resulting in sigkill).
