Please unblock package raspi-firmware

Upstream release for the Raspberry Pi non-free firmware, needed for
booting their systems with Linux

[ Reason ]

We would like to release Bullseye with the latest firmware, as it
often contains bugfixes. The contents of the firmware are opaque to
us.

[ Impact ]

No ill effects would stem from not approving this; we did upload
before the current freeze came into effect, but are applying only now
because I waited for the needed 20 days.

[ Tests ]

I have built and tested images with this firmware for all of the
Raspberry lineup (0W, 1 using armel; 2 using armhf; 3, 4 and p400
using arm64).

[ Risks ]

There is the always latent risk when using non-free software that this
change might break something. That is true, of course, also of the
currently present version. Version 2.20210303 has been used by
thousands of users, and no updates have been posted in close to two
months by the Raspberry foundation.

Not attaching debdiff as it is not relevant (i.e. the only nonbinary
change is in debian/changelog)

I have some pending changes in the Debian packaging side I will upload
(and apply for an unblock request, if we make it in time for Bullseye.
