This is imminent now.  Also, the dependency on pip and venv hides the fact 
that the package actually requires wheel.  If people are developing for 
python, they will have pip and venv installed.  I think the package Depends 
should cater to the in archive requirement, which doesn't need either.

Since there is a missing Depends on wheel, I'm going to up this to serious and 
will upload a fix if no one else does.
