Bug#993025: dcm2xml.dtd/dumppat.txt are not installed

OK, so this is a regression from original bug number #709123 Technically all files should be installed in a versioned directory.

Source: dcmtk Version: 3.6.5-1 Something has gone wrong since jessie. The files: * dcm2xml.dtd * dumppat.txt are not installed anymore. Looking at the 3.6.6 exp package, it seems those files are installed in the wrong location. And looking at the git/master branch, those files are now properly
