Well, if the error happens at linking stage, changing AC_TRY_COMPILE to
AC_TRY_LINK will catch it, and configure will not bother using

It would be nice to be able to avoid installing elserv if you do not
need to view debuild and pbuilder logs via a web server. Now that apt
installs recommended packages by default, it might be appropriate to
use that field for elserv rather than Depends.
