The specs for LDAP RDNs are defined in X.501(1993) section 9.3. Those specs
requires the attributes used in a multivalued RDN to be distinct. I.e., any
particular attribute can only appear once. The RDN in question
cn=echo+ipServiceProtocol=tcp+ipServiceProtocol=udp violates this rule.
The actual bug was ITS#5968, not 5959.

So, it turns out that the problem is from a Debian specific fix to
migrationtools. Reference bug#307618 . It turns out that there is
already another service entry for `cn=echo', that's why this one is
mangled into `cn=echo+ipServiceProtocol=tcp+ipServiceProtocol=udp'.
