When i run orca for the first time - after login - speech and braille both work
fine. After restarting orca i have no more braille output anymore.

rebuild with -sa, though, so that the upstream tarball is included in

new style for stable version numbering as far as I understand

1) You are using dh 9, but there are no notice in the changelog.
2) Use VCS for package maintainance.
3) Optionally you can try to use dh-autoreconf ( --with autoreconf), but
