Bug#926268: Discontinued upstream

this is nothing new :) Upstream is discontinued since I took over the package years ago, we took care to fix bugs and implemented things where needed. policyd-weight is still used but usage decreases. I'd suggest to leave the package meanwhile and remove it after usage has significantly dropped
