This is a fascinating bug. I'm able to reproduce it.

from an strace that libcups forks and uses HTTP to reach cupsd, and if
this can be prevented the symptom goes away.

Attached is a patch to add support for kfreebsd-amd64 to the gnu-efi
package, and FreeBSD x86_64 support to upstream. FreeBSD i386 doesn't
need any changes.

I do not see that any other package is involved. AFAICS /dev/net/tun
is created by /lib/udev/create_static_nodes, reading a list of
/dev entries from /etc/udev/links.conf. It ignores the regular udev
rules completely. This is surely not what one would expect.
