Some CMap mappings are copyrighted by Adobe, if I remember correctly. In PDFBox
which is from Apache Software Foundation, you need to download the missing
files from Adobe and compile the code manually so you can use it.

I have just discovered this problem too.
The bug should be reassigned to the rootstrap package.
The rootstrap module /usr/lib/rootstrap/modules/uml creates static dev
entries using MAKEDEV (package makedev), witch is from Squeeze up no
longer priority required but only extra!
Simple workaround
Package: aptitude
Version: 0.6.3-3.2
Severity: normal
aptitude search '?action(upgrade)' lists every package in the world,
even those I don't have installed. If given -F '%p %A', it shows that
the action is “none” for the majority of the listed packages.
aptitude keep-all does not fix the problem
