In adapting your first patch, I narrowed things down a bit.
I search /etc/pam.d files containing only a-z0-9A-Z, which I believe
should catch all the active pam.d files but not editor backups, .pam-new
files and the like.
I also specifically recommend looking at pam_faillock.

is started. It uses /var/run/mosquitto instead of /run/mosquitto, but

I think this bug is due to the switch to fai for testing/bullseye.
IIRC with fai, we run a dhcp client for each interface, which would
cause the double IP adresses you see (one set up by DHCP, one set up by
Vagrant directly over ssh when booting the VM)
