dpkg-buildpackage started to feed "-s" into MAKEFLAGS if the "terse"
build option is set. This redefines terse as quiet, as all output of
make is silenced. I would see that in violation the policy definition
of the terse option and
I'm experiencing the same problem every now and then, because reprotest
uses this encoding to verify reproducible builds.
The problem seems to be triggered by setting this environment:
