thanks for Bug-report. According to an official JPEGWriter example [1],
you should link it against ${VTK_LIBRARIES}, not only vtkIOImage.
If you do it, your minimal example is working fine.

For Jessie - yes, but we should try to migrate all vtk5-dependent packages
to vtk6 till Debian 9.

It seems, it is a regression of the new 1.2.3 version of sphinx.
1.2.2 sphinx compiles the yade documentation without any problems.
I am not sure, in what package should it be fixed.
