Note that this means that newly installed systems will still have
/etc/timezone, as they won't see the upgrade from versions older than
2022g-3. You probably want to change d-i to not create that file.

From a maintainer point of view (consistency), and also from a European
point of view, the first option looks the best. But I think US users are
used to timezones and not cities to select their timezones, so option 2
is probably the best here, even if considered as deprecated upstream.

directory is not created, this doesn't seems correct. This means that
aux-cache file is also not created, which is more problematic.
