So, it looks like the issue is a stale src/Makefile.in... it's missing
a few files for pidgin_libnotify_la_SOURCES: common.h, common.c, and
request.c. After running autoreconf -i and reinstalling the package,
Pidgin successfully loads the plugin. I don't know enough about Debian
packaging to
