This is probably not a uscan issue. I e.g. also couldn't use such a
watch file for the docbook-xsl package for a long time. Now the docbook/
directoy (and also the dar/ directory) seems back on this mirror and the
redirector works again.
For the case it doesn't work, you can normally specify
