i feel concerned with this discussion as i'm packaging npm, a nodejs package
manager.
First draft is using /var/lib/npm (only when user is root), similar to gem does.
However my mentor and me felt it was sub-optimal.

to install libgit-ruby to get the repository module working with git.
Your bug report does not list the redmine package nor its dependencies,

I tested with a modified dependency in init script :
instead of :
# Required-Start:$remote_fs $network
i used :
# Required-Start:$syslog $remote_fs $network
and that fixes it.
Maybe $syslog is not really required, but i did not find
a better one.
