I upgraded a Woody system to Sarge recently. This is a dual-cpu (AMD
Athlon MP), if it matters.
I read the other similar bug reports, but they are not like mine.
Now CUPS constantly eats 15-20% CPU, even when not doing anything.
Setting
I finally found it to be related to #280718 (gnome-cups-manager: floods
central cups printer server with requests).
You should then probably reassign this bug to gnome-cups-manager, and
probably merge it with #280718.
I have ~30 Sarge workstations running GNOME and so polling constantly
the CUPS
Version 0.31 is in unstable now, so this bug should be closed.

This bug occurs because the script is not safe to be run with /bin/sh
being actually dash.
This bug should be in fact renamed to: Initscript not compatible with
dash or something similar.
To fix this on your computer, change the shebang line to:
#! /bin/bash -e
Then, upgrade to the new version

I could also notice it (on Etch) when trying to replace vsftpd with proftpd.
Interestingly, the scripts in /etc/rc*.d stay there after removal. Maybe
it is stopped while removing, but started again at next reboot?

The best is probably just not to depend on a versioned scrollkeeper, as
rarian-compat already provides scrollkeeper.

Debian policy is quite clear on the subject:
