following testing I noticed the effect doing the routine tex updates.
The file/tmp/fmtutil.mihI6SqL ends with
fmtutil [INFO]: log file copied to: /var/lib/texmf/web2c/pdftex/mltex.log
fmtutil [INFO]: /var/lib/texmf/web2c/pdftex/mltex.fmt installed.
fmtutil [ERROR]: no (or empty)
Addendum: This seems to be related to the arrival of texlive-bin
2023.20230311.66589-3 in testing.

I am sorry to say that the newly arrived version 8.17.1-2 in testing shows the
same behaviour as the
originally reported version 8.16.1-2, no auth mechanisms offered after starttls.
Downgrading to version 8.17.1-1 helps, though.
