NEWS.Debian for 10.023 says that any hook scrips called from the
kernel hooks shuold not write to STDOUT. This discourages update-grub
from being used as a kernel hook which I guess is probebly the most
heavily used kernel hook
packages.
It is documented that adduser --system uses the first available UID
from the system UID range.
Is your goal reached with adduser --disabled-login --firstuid 200 test1?
