Unfortunately, sysconf(_SC_SEM_VALUE_MAX) is currently unimplemented.
We could use semctl(..., SEM_INFO, arg) and inspect arg.__buf-semvmx,
but this is as unportable as SEMVMX -- semun.__buf is Linux-specific
