I experience the same problem (and got around it by reverting to linux-image-4.9.0-5-amd64). In my case, the problem does not prevent gdm3 to start: it just take a vry looong time (around 5 min). I reproduced it on a freshly installed (with Debian 9.4) computer. -- Matthieu Dubuget
