It seems that the control center panel probably won't work
with other WMs anymore includes metacity, as used by gnome-session-flashback.
Or at least I see the same bug using it.

Same problem under gnome-session-flashback.
Disabling the cursor plugin with dconf also helped here (after restart).

Bug#730096: gnome-session-flashback: Lock screen shortcut does not work

After the switch from gnome-session-fallback to gnome-session-flashback
the keyboard shortcut for screen locking does not want to work anymore.

The Lock Screen command in the panel menu works, and the screen is locked
with gnome-screensaver.
But whatever I set in SettingsKeyboardShortcutsSystemLock screen
has no effect whatsoever.
