t;/etc/init.d/shairport-sync restart" starts the daemon
in the _foreground_ and thatswhy the restart never finishs.
If I try it manually, the "/etc/init.d/shairport-sync stop" and
"/etc/init.d/shairport-sync start" do the right thing. It is only
restart which has the problem.

I can confirm this issue/bug in mod_http2. Occasional segmentation
faults when using mod_http2, reproducible by frequently accessing vhosts
with enabled h2 support.
I was also able to resolve it by upgrading mod_http2 to the version
included in Apache 2.4.29.
Coredump backtrace from
the SHUTDOWNCMD and the problem is gone.
SHUTDOWNCMD "/sbin/shutdown -h -P +0"
Kindly adjust the default upsmon.conf.

After sending this bug I realized that it might not be possible to restrict
dpkg-deb to only the users and groups defined by base-passwd since there might
be derivatives (or organizations) with additional reserved users and groups.

This file is not mapped executable nor is it executable (file identifies
it as data). So this behavoir is intentional, needrestart only considers
executable dependencies.
